Mr. Chairman,
My delegation thanks the Special Rapporteur on the right to education for her report (document A/77/324).
Mr. Chairman,
As it’s rightfully pointed out in the report, there are substantial developmental, educational, social, cultural and economic benefits to ECCE, for children, their families and communities and the societies in which they live.
Access to quality education without discrimination for all, is protected under the constitution of the Islamic Republic of Iran.
The Islamic Republic of Iran continues to provide free and qualitative education for all. During the covid-19 crisis the Ministry of Education took significant measures in line with the “4 As” including Availability, Accessibility, Acceptability and Adaptibility stipulated in the report toward remote learning approaches, including but not limited to providing more than 2,000 hours of educational programs on TV and launch of a domestic educational application to facilitate online distance learning called “ SHAD” to meet the training needs of 13 million and five hundred thousands of students and teachers including the refugees, throughout the country.
the Government of Iran has done its utmost efforts to implement inclusive policies to provide equal access to education for all Iranian children.

While the SR called upon states to spend 10 per cent of national education budgets on pre-primary education, I would like to seek the views of Madam SR on "how best, the negative impacts of unilateral coercive measures on the national income of victim countries at international level could be tackled,' in order to assist victim countries to achieve their commitments on pre-primary education?
