Before the Third Committee of the 77th Session of the General Assembly
On “Interactive Dialogue with Special Rapporteur on Right to Development”
New York, 17 October 2022
In the Name of God, the Compassionate, the Merciful
Mr. Chairman,
My delegation thanks the Special Rapporteur on the right to development for his report on “Response and recovery plans and policies on the coronavirus disease pandemic from the perspective of the right to development at the international level” (document A/77/174).
Mr. Chairman,
According to the pertinent documents, including the Proclamation of Teheran (adopted at the International Conference on Human Rights in 1968), the achievement of lasting progress in the implementation of human rights was dependent upon sound and effective national and international policies of economic and social development.
The covid-19 Pandemic hit the world hard, particularly the developing countries. During its tough time, the world gained invaluable experiences, as it is essential that renewed multilateralism be embraced, with a more effective and more inclusive approach. Multilateralism and global solidarity should be the main tenets for the pandemic recovery and unilateralism and all its forms and manifestations, including unilateral coercive measures, should be strongly condemned.
Mr. Chairman,
In terms of the recovery plans, international cooperation in finance; technology transfer; trade restrictions; political challenges such as meddling in the internal affairs of the independent member States of the UN are some of the key external challenges. These challenges are exacerbated when a nation faces unequal access due to the imposition of unlawful unilateral coercive measures dubbed as sanctions. While our government is trying its best to perform the recovery plans after the pandemic, these challenging issues make it difficult to implement policies needed to meet the right to development for all.
Thank you.
