On Interactive Dialogue with Special Rapporteur on Freedom of Expression

Mr. President,

The Islamic Republic of Iran takes note of the report (A/77/288) of the Special Rapporteur on the “Disinformation and freedom of opinion and expression during armed conflicts”.

Freedom of expression is universally recognized according to international human rights instruments mainly article 19 of ICCPR; bearing in mind that the same article recognizes the restrictive measures by law in cases of respect for the rights or reputation of others, protection of national security or public order or public health or morals is recognized as well.

Articles 23 and 24 of the Constitution of the Islamic Republic of Iran and other relevant laws and regulations provide progressive space to protect and guarantee the freedom of expression for all in Iran.

Mr. President;

The Iranian people are struggling with the most severe ever unilateral sanctions in their history. The Special Rapporteur touched upon the issue of sanctions and their “counterproductivity in accessing the diverse source of information” in para 73 of her report, we would like to reiterate that there are other aspects of the counterproductivity of sanctions. While unilateral sanctions on Iran already have caused several disorders in the normal life of millions of Iranians, commotions about “media accessibility sanctions” may be seen as a partial treatment of the issue of sanctioning the nations and strengthen the suspicion of selective and biased approach toward human rights.

We once again urge concerned countries and special procedure mandate holders to refrain from using dubiois information from western media and political groups as a political tool in the context of human rights to make groundless accusations against sovereign States.
