Explanation of Position
at the Eighth Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects

Madam Chair,
The Islamic Republic of Iran highly values the PoA and the ITI and supports their full, uniform, and effective implementation. We think that without the required strong political will of the entire membership, the aforementioned goal could not be accomplished.
In this context, the consensual adoption of the BMS 8 outcome document is a commendable achievement. Consensus is returning now, and we hope it will continue to guide our processes. All delegations, distinguished Minister Manalo as well as the bureau members, and the secretariat staff deserve our sincere gratitude for making this possible. We also hope that the attained understanding to boost international cooperation in the field of new technologies, in a timely, sufficient, sustained and unconditional manner and as a prerequisite to any further initiative that can result in more commitments, will produce concrete results and accomplishments that will allow the developing nations to meaningfully contribute to the relevant initiative.
Madam Chair,
In addition, there are some points that we might have seen as a result of compromise and need to clarify our steadfast stance on them.
We have emphasized the need to steer clear of contentious topics, such as complementarities between the PoA and other non-global, non-negotiated and non-consensual instruments and references to the issues as secondary in nature in the context of the PoA and the ITI.
Therefore, I should emphasize that our related positions on all of them remain valid. Furthermore, given the voluntary and non-binding nature of the outcome documents of the BMS processes, my delegation would like to state for the record that the Islamic Republic of Iran would support and agree only the provisions that are consistent with its domestic policies, laws, regulations, priorities, and values.
