On Implementation and Institutional Arrangements
Before the Second Session of the Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction

In the Name of God, the Compassionate, the Merciful.
Mr. President,
Like many other similar treaties, the implementation of this treaty should also be handled at two levels:
1- National Implementation
This requires including, inter alia, designation/establishment of a national authority as the focal point to handle implementation at the national level with the responsibility to liaison with the international implementing body as well as its other counterparts.
Ensuring the reflection of all prohibitions in domestic law and penalizing the commitment of them should be a part of the national implementation obligation of the Participating States of the treaty.
2- International Implementation
For this purpose, a small but effective secretariat is needed that should mainly receive the information from the member states, handle the implementation of the treaty and convene the periodical sessions of the envisaged organs, including the Conference of the Participating States as the main organ with some subsidiary organs.
The competence and powers of each body and the staff, as well as the relationship with other international bodies, should be foreseen accordingly.
