Mr. Chair,

Allow me to begin by thanking H.E. Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs for presenting the Secretary-General’s report on “Strengthening the role of the United Nations in enhancing periodic and genuine elections and the promotion of democratization”.

We have certain observations with respect to providing electoral assistance by the United Nations. As has rightly and repeatedly been stated by the General Assembly through its numerous resolutions, as a basic principle, the responsibility for organizing elections lies with Member States themselves. This means that the principle of national ownership must be fully respected.

The Assembly has also constantly reaffirmed that there is no single model of democracy. This is a quite pertinent and prudent proclamation. We strongly share the views that there is no “one size fits all” for democracy. This means that in providing such assistance, the United Nations must duly take into account the specific contexts and requirements of each State requesting assistance. Another guiding principle that has been approved by the Assembly is that assistance must be provided only when its requested.

Additionally, the Assembly has also reiterated that assistance must be objective, impartial, neutral and independent, with due respect for national sovereignty. Ultimately, such assistance must strengthen the capacity of national electoral authorities in holding credible elections. We trust that the United Nations observes all these guiding principles when providing electoral assistance to requesting Member States.
