on the General Debate on “Assistance in Mine Action”

In the Name of God, the Compassionate, the Merciful

 

Mr. Chairman,

The tragedy of landmines and explosive remnants of war left over from imposed conflicts is an important issue in our region. No one can deny that the presence of these remnants negatively impacts the humanitarian situation and the sustainable development of civilian populations. In Iran and some other countries in West Asia, there are several areas that are still contaminated by mines and explosive remnants, threatening the safety and well-being of innocent residents who wish to live a normal life and enjoy their inalienable right to development.

While commending the efforts of UNMAS and their work in our region during the period of the report in response to the Security Council mandates; the Islamic Republic of Iran expresses its readiness to actively engage in relevant programs and share the experience and lessons it has learned through Mine Action relevant activities, the clearing of contaminated areas, and the education of civilians on these issues.

Mr. Chairman,

My delegation would also like to request the Secretariat to include the examination of the effects and implications of deficiencies, exclusions, and limitations experienced by the people and governments of the affected territories in its work for preparing the annual reports. Moreover, we emphasize that states are legally and morally responsible for laying land mines and planting other explosive devices in other countries, and should shoulder the responsibility of providing the necessary assistance and support to affected countries.

In conclusion, while reaffirming the critical role of UNMAS in assisting affected countries, my delegation once again emphasizes the importance of considering the negative effects of any illegal and harmful impediments and restrictions, including unilateral coercive measures, that affect access to supplies and mine-clearing equipment, as well as the transfer of technology and financial resources, in accordance with humanitarian principles and national mine action strategies and plans.
