Excellency,
I am writing to express my grave concern regarding the unethical behaviour of some United Nations Security Council members who are abusing the Security Council meetings in order to raise politically motivated false allegations against other UN Member States. In this regard, I would like to draw your attention to the UN Security Council meeting on the agenda item "Maintenance of peace and security in Ukraine” held on 13 January 2023 (S/PV.9243). During this meeting, certain Security Council members repeated their unfounded accusations against the Islamic Republic of Iran in relation to the Ukraine conflict without providing any evidence and based solely on fabrications as well as wrong assumptions.
It is clear to all that the three permanent members of the Security Council, namely, the United States, the United Kingdom, and France are disseminating lies and misinformation while also applying arbitrary and inaccurate interpretations of Security Council Resolution 2231 (2015) in order to erroneously establish a link between their absurd accusations against Iran and that resolution in order to advance their own political agendas, despite the fact that these States have ignored their non-compliance with Resolution 2231. During her remarks at the meeting, the representative of Ukraine also mentioned these allegations. Similarly, the representatives of some elected Security Council members, such as Japan and Albania, regardless of their status as Security Council members, repeated those claims carelessly and irresponsibly.
The Islamic Republic of Iran categorically rejects the false claims and unwarranted allusions made against it in the aforementioned meeting. Iran's position is clear and, as evidenced by its letters dated 19 and 24 October, 6 and 7 December 2022 (S/2022/776 -S/2022/794-S/2022/915-S/2022/923) addressed to the Secretary-General and the President of the Security Council, it has stated explicitly that the accusations made against it regarding the use of unmanned aerial vehicles (UAVs) in the ongoing conflict in Ukraine are not only completely unfounded and are irrelevant with Security Council resolution 2231, Iran has also never been engaged in any activity inconsistent with the UN Security Council Resolution 2231. Therefore, some States' request to the Secretariat to conduct the so-called investigation is not legally supported by resolution 2231 or the relevant Note by the President of the Security Council (S/2016/44).
Instead of engaging in such unprofessional, provocative and irresponsible behaviour while leveling politically motivated, baseless allegations against the Islamic Republic of Iran, we advised the United States, the United Kingdom, and France to fully and genuinely comply with all of their respective legal obligations under that resolution, including refraining from any actions that undermine Security Council Resolution 2231 implementation (2015).
Iran once again urges the Secretary-General to prevent any misuse of format 2231 and the Secretariat in connection to the issues related to the conflict in Ukraine. Iran also urges the Security Council not to use its authority to advance the political objectives of these specific members. This will only hinder the Security Council's authority and credibility.
